🔹 The next tier—banks with a universal license and merchants with revenues above 30 million rubles—will have until September 1, 2027
🔹 Smaller merchants with revenues under 5 million rubles are no longer required to accept the digital ruble; their deadline is now September 1, 2028, but participation is voluntary
🔹 The digital ruble will use a universal QR code at checkout, compatible with Russia’s existing faster payment system, already piloted with 22 banks
