Florida HB 945
House Bill 945 (2026) is a proposed Florida law that would create a Statewide Counterintelligence and Counterterrorism Unit within the Florida Department of Law Enforcement (FDLE). The unit is intended to detect, identify, neutralize, and exploit threats including foreign governments, corporations, terrorist groups, insider threats, and individuals whose actions, views, or opinions are deemed threatening to Florida or the United States.
The bill requires FDLE to establish the unit at one of its regional operational centers and assign a team to each of the state’s seven regional domestic security task forces. It mandates that a 10-person leadership team be in place by mid-2027, with full staffing expected by December 30, 2033. The unit’s authority is broad, defining an "adversary intelligence entity" to include not only foreign governments but also nongovernmental organizations, businesses, and individuals whose demonstrated views or actions are seen as inimical to state or national interests.
As of March 2026, the bill has passed through the Government Operations Subcommittee, Judiciary Committee, and Budget Committee in the Florida House of Representatives and is currently in the State Affairs Committee for further consideration. It has not yet been voted on by the full House or Senate. The bill has drawn significant public attention due to concerns about potential surveillance of political views and civil liberties.
